Theft Charge: On 08/05/2014, police charged Darrell Spicer, age 52, Irvine, KY, in connection with a theft that occurred in May 2014. At approximately 12:50 A.M., an officer was dispatched to the Richmond Centre after a private security officer reported seeing some men stealing plants and shrubs from the landscaping vendor set up in the parking lot at the center. Upon arrival, the officer stopped a pickup truck being driven by Rice after the officer observed that there were several plants in the vehicle. It was subsequently determined that there were 31 rose bush plants in the vehicle, valued at $775.00. At that time, officers arrested Jesse Rice, age 45, Irvine, KY, and charged him for Theft by Unlawful Taking $500-$10,000. The officer observed another vehicle that was believed to have been involved in the theft but was unable to stop it. The follow-up investigation identified Spicer as the second party involved in the theft. On 08/05/2014, Spicer was interviewed at the police station after which he was cited for Facilitation of Theft by Unlawful Taking $500-$10,000 and released pending a court appearance. (1122/418
