This has to stop. As a cub reporter in Hanover I first reported on an incident of alleged police excess. It was a traffic stop. A simple DUI. The man was stopped in his own driveway. He died in the woods, shot multiple times at close range in the back. At the time, Hanovers longtime family of sheriffs deputies were fast being replaced by hardened combat veterans trained in command and control tactics rather than the old shake hands and patrol approach. The trend seemed dangerous then. It seemed even more pronounced last summer at the state fair, where Caroline County was proudly displaying its coolest vehicle, an IED-proof tank. Military surplus? Nope. Military equipment that local law enforcement officers are being incentivized to purchase. Equipment that is just begging to be used. And you cant shake hands from a heavily armored tank and expect me to think you see me as your equal. I know youre now training to evaluate me as a potential threat.
