This is a good step forward. Obviously, the end goal is to end animal testing altogether, but California is one step closer to at least ensuring that the current practice of simply destroying animals used for testing when they are no longer required is outlawed. The first stage in this Life after Labs bill was passed and will hopefully be a reality at some point soon. All animals would legally be required to be put up for adoption at the end of their testing life, Beagle Freedom Project have already rehomed hundreds of such animals so they can spend the rest of their life enjoying the love, safety and nurturing that they were so cruelly deprived of at the beginning of their lives.
