This is one of those things that happens right in front of you, and you beat yourself up, that you might have been able to help and you didnt. But you have to weigh that with the risk of doing something... The brief case guy DID tell him (the guy on the track) the train is coming. Im not sure I would directly attach myself to someone drunk or stoned on the tracks like that! The outcome is sad, but better one then two! They must of had video surveillance of the tracks in the station, where is security to shut down the train on approach. Didnt the driver see this guy.
