This is why wars should only be fought by active duty service members and not outsourced to contractors. The real verdict is that the government is negligent on how it conducts itself. Instead of luring operators into settling into lucrative private contractor positions, they should be revising and setting clear rules of engagement and compensating for benefits with active duty instead of hiring weekend warriors.....
