Sub :- (A) Surplus Land holding of Mr. Robert Vadra beyond the permissible limit under the Haryana Ceiling on Land Holding ACT , 1972 , and undefined income source of money invested in these land purchasing . (B) Doubtful integrity of Hudda Government for allotting a Panchayati land of village Ullawas ( Sohna ) to Rajeev Gandhi Charitable Trust for 33 years whose owner every body knows . (C) Scams in Haryana Government departments . R/Sir, I Varun sheokand as an RTI activist brining to your kind notice about some registered deeds pertaining lands purchase in the District of Palwal , Mewat , Gurgaon , and Faridabad by Mr. Robert Vadra either in his own name or in the name of his owned companies , Record was authenticated and were provided by different DCs of different above listed concerned districts . On examinations of the registered deeds , already existing , it is concluded that the land holdings in Haryana of Mr. Robert vadra including his owned companies and wife prima facie exceeded the permissible limit prescribed under section 4 of the Haryana ceiling on land Holding Act , 1972 ( Hereinafter referred to as the ‘Act’ ) . Under section 4 of the Act , the total physical holding of a person or family cannot exceed 21.9 hectares or 53.8 acres which is further limited to :- 1. 7.25 hectares or 17.9 acres in case the land is under assured irrigation capable of growing at least two crop a year . 2. 10.9 hectares or 26.9 acres in case the land is under assured irrigation capable of growing at least one crop a year : , and 3. 21.8 hectares or 53.8 acres in case of any other land including land under orchad . The land holding of Mr. Robert Vadra including his owned companies and wife prima facia exceeded the permissible limit on 9th January 2008 when his cumulative land holding in Haryana reached 56.75 acres , which on December increased to 146.755 acres . The details of lands purchased and the cumulative land holdings in Haryana of Mr. Robert vadra either in own name or in name of his owned companies and his wife have been compiled chronologically from the registered deeds ( Detail provided by DC s ) and shown in the table below . Around 82.2 acres of the land holding were sold subsequently to different parties on various dates between 17th February , 2010 and 27th September 2012 . Robert Vadra owns 99 % share in SKY light Realty Hospitality , Real Earth Estates and Blue Breeze trading . The enquiry committee constituted by State Government/Huda Government 2012 seems to have deliberately omitted examination of the likely violation of the Haryana ceiling on Land holding Act by Mr. Robert Vadra and source of money which was invested by Mr. Robert vadra . In an unholy haste, as usual an unprofessional and motivated report was submitted accordingly a clean chit to Mr. Robert Vadra for which the chairman and members were adequately rewarded by former Chief Minister Mr. Bhupinder Singh Hudda . Even when a criminal case pending in the anti – corruption wing of the Central Bureau of Investigation against him, the chairman of the inquiry committee was given a 3 month extension in the service after superannuation . After the completion of the extension period , the Chairman of the committee was given another post-retirement sinecure and appointed as Advisor ( Revenue ) , a post specially created for the purpose at taxpayers expense . And all these clearly proves a False/Filmsy report was submitted to give undue benefit to Mr. Vadra . Mr. Robert Vadra did not furnish a declaration duly supported by an affidavit of his surplus land holdings in excess of the permissible area to the Prescribed Authority in the manner prescribed under section 9 . Failure to furnish a declaration under section 9 is punishable with imprisonment upto two years under section 21 . Under section 12 (1), all rights , title and interests in surplus land vest in the State Government free from any encumbrance . The surplus land is utilized under section 15(2) by allotment to landless , agricultural workers and members of Schedule Caste and Backward classes . I consider as an RTI activist as my bounded duty to bring this to your kind notice being The Prime Minister of India for appropriate action in the matter and to further request you to protect the rights of the Landless , agricultural workers and members of the Scheduled Castes , Backward Classes and poor people of Haryana . This is for your kind information and necessary action please . Second point :- A Land of Panchayat of village Ullawas was given on lease to Rageev Gandhi Charitable trust that’s also for 33 Years . Copy of Intkaal attached . 1 . All this process was done in a great hurry and file was moved with rocket speed which proves doubtful integrity of state government . 2. The second point here is the link road for this land was of 4 Karam ( Actual bases )and the minimum eligibility for the link road for CLU is 6 karam . Then how this land was allotted CLU by state government . In sketch it was deliberately mentioned wrong by government officials as 6 karam . Copy attached . AFFIDAVIT I varun sheokand residence 1157 sector – 9 , Faridabad is submitting here that all the above listed data fact are true/authentic and even in knowledge of Hudda Government and all IAS s . But deliberately they had conceived these . I take full responsibility of this letter and am ready to provide full documentary proof if required in future . Please I request you to hand over these cases to CBI as Haryana state government officials off all departments are in a habit to enquire a matter and culprits officials are suspended and restated soon showing pending enquiry , which were never finalized ( This is just a stunt to save these corrupt officials ). Now this become a tradition in Haryana . I can show thousands of example/files/scams for confirming this of different departments for. Eg. Revenue department , Forest department, DHBVN , UHBVN , MCF etc . Even I my self had disclosed several scams of thousand of crores but nothing has been done till date . No FIR was ever launched against any government officials since 10 years under Congress Government even found guilty for corruption , misdeeds , misusing of power and miss embezzlement of funds . Corruption is in blood now in Haryana Government officials . And to clear this corruption these all officials should be put behind bars and on immediate effect should be terminated from service . And I believe , Sir you can do this for the well being of poor public of Haryana .
