To all media For immediate release Media Statement: Northern Cape ANCYL 8th Provincial Congress The ANCYL in the Northern Cape convened its 8th Provincial Congress from 10 to 12 July 2014 at Colesberg, Pixley Ka Seme Region. The ANCYL in the province was disbanded in 2012 together with the Frances Baard, John Taolo Gaetsewe and Z. F. Mgcawu regions and was led by the regional task teams and the provincial task teams. The task team’s duties were to rebuild the youth league and instil discipline and unity within the youth. Structures of the youth league were convened and young people at their respective regions elected leaders who will lead them as they were ready to rebuild the youth league and bring back dignity of the ANCYL. The provincial congress elected leaders that will lead them from now on until 2017. The leaders which were elected are as follows: Provincial Chairperson: Bongiwe Mbingqo-Gigaba; Deputy Provincial Chairperson: Ronald Isaacs; Provincial Secretary: Neo Maneng; Deputy Provincial Secretary: Xhanti Teki; Treasurer: Lerato Moleleki; Additional members: Tumelo Mpolokeng; Boitumelo Setshogela (M); Boitumelo Setshogela (F); Nomsa Majola; Helen May-Walters; Bongeka Fatyela; Daluxolo Vumazonke; Luyolo Bosman; Sandile Dick; Rose Phokoje; Itumeleng Molele; Ronald Maarman; Jane Mokwa; Moagi Segami; Danville Smith; Janice Wilson; Refilwe Appollis; Desiree Swartbooi; Nonkululeko Sellwane; Malebogo More. The delegates of the Congress of the ANCYL representing branches of the ANCYL from all regions in the Northern Cape province, joined and supported by the ANC, its leagues and PYA structures in the province represent the goals and aspiration of all youth in the province, the rural and underprivileged youth in particular. Cognisant of our difficult past and optimistic about the future, vow not to go back to where we come from and commit ourselves to rebuilding a strong and vibrant ANCYL in the province. Congress reaffirmed that we are the ANC Youth League of the ANC and we shall at all times subject ourselves to the total discipline of our glorious movement, the African National Congress. The ANC Youth League should be creative and bring new ideas to the ANC to take the struggle for socio-economic freedom forward, as the ANC youth league in the Northern Cape we will do so radically and militantly and we vow never to confuse militancy with anarchy. Congress noted with a great degree of regret the disruption of schooling in the John Taolo Gaetsewe district by service delivery protesters. Education is a constitutional right that every child of school going age should never be denied, it is one of the rights which many have fought and died for, it is one of the pillars of the freedom charter wherein it is articulated; “the doors of learning shall be opened, education shall be free, compulsory, universal an equal for all children.” As delegates to the congress we made a call upon the ANC led government in the province to work tirelessly and harder to find solutions to service delivery issues in John Taolo so that schooling can return to normality. We further committed the leadership of the ANC Youth League in the province to work with the ANC and government in finding solutions to problems in John Taolo Gaetsewe. Congress noted with appreciation the opening of a university in the province, the Sol Plaatje University. As delegates to the congress we support the call by the South African Students Congress (SASCO) for free quality education for all and we commit our leaders to work with SASCO in their campaign for a state sponsored free tertiary education up to first undergraduate degree level. We encourage young people of the province to take advantage of the opportunities of democracy to empower themselves through education, education is a tool we can and will use to attain socio-economic freedom. Congress took full note of the victory of the ANC in the national and provincial general elections; the increase in electoral support for the ANC in the province during these elections signifies the confidence the people of our province have in an ANC led government to better their lives. As delegates to the congress we committed ourselves to work with the ANC in ensuring that it delivers on the promises outlined in its election manifesto. Congress committed all members of the ANC Youth League in the province to give their time, energy and resources to campaign for the ANC in the upcoming 2016 local government elections and ensure an overwhelming victory for the ANC across all municipalities in the province. We will carry out this revolutionary task selflessly and without any expectation of a reward. The ANC however needs to recognise the inevitability of having to affirm young people to assume positions of responsibility in government; capable young people should be given opportunities to represent the ANC as Mayors, Speakers and councillors in municipal councils across the province. Congress took note of the fact that the ANC Youth League will be turning 70 years in September 2014, in celebration of this very important milestone, congress committed members to conduct themselves in a manner consistent with the conduct of the founding generation of our movement by selflessly, in a disciplined manner advocate for the interests of young people and continue to acknowledge that the ANC Youth League is the political training ground of the ANC. As congress delegates representing ANC Youth League branches from across all five regions in the province join Africa and the rest of the world in calling for the release, unharmed, of the more than 200 kidnapped Nigerian school girls. We believe that there is still more that can be done by the Nigerian government, the African Union and the United Nations to ensure the safe release of these young girls by Boko Haram and call upon these structures to step up their effort in this regard. As delegates to the congress we acknowledged the role of the South African government on the international front guided the ANC’s policy on international relations. We observe a trend across Africa, in the particular northern Africa, of terrorist organisations seeking to destabilise certain nations. Terrorist organisations such as Al Shabaab and Boko Haram are threatening the peace and security in countries such as Nigeria, Kenya, Somalia and others. Without peace and security there can never be socio-economic development in the African continent, much as we should respect and uphold the sovereignty of every country it still remains our collective responsibility to ensure peace and security across Africa. The congress saluted the 1944 generation of the ANC Youth League which set itself a mission of political freedom in our lifetime and drafted the programme of action in pursuance of this mission. Congress compelled the leadership of the ANC Youth League to start the process of engaging on the generational mission of the current generation of the ANC Youth League. Congress noted the high levels of unemployment particularly amongst young people; we support the plan by the ANC led government to create 6 million job opportunities by 2016 through the implementation of the National Development Plan. We call upon government to ensure that these opportunities benefit mainly young people, young women in particular. We call upon the national government to grant the Northern Cape provincial administrations the power to hold mining companies in the province directly accountable on the implementation of their social labour plans and to adhere to the requirements of the mining charter in earnest. Mining companies need to have their social labour plans audited before a new mining license can be granted, to ascertain that indeed these plans are implemented and to trace the impact of these plans in our communities. We are the youth league of the ANC and we shall at all material times subject ourselves to the discipline of the African National Congress, we acknowledge our role as the advocates for the interests of young people and the political school of the ANC and that is the role we are going play as the ANC Youth League.
