Today investment in cement importation is so huge not because the govt banned cement importation or suddenly increased tariff astronomically but because there was capacity to build a competitive thriving market. You may never achieve price parity with imported products but you can gradually reduce the cross-border arbitrage such that opportunity cost progressively tilts in favor of local markets. The cement industry has used scale as a weapon to counter local inefficiencies and thus create a thriving market. You cannot protect a local market where cross-border arbitrage is so huge as much as 70-100%. It did not work with subsidies and it would not work with auto-tariffs. If I can knock of 60% and get the car cheaper by going through Cotonou and settling customs why should I then pay the 70% tariff.
