Today we sent the Council the following request under the freedom of information. Dear Mr Langley, I would like to ask for a freedom of information request based on the following. As you may be aware we have been successful in getting on to the Council Framework Agreement to supply the Council with Road Fuels from the 1st July 2014. As part of the approval process, we had to submit to the Council what our pricing structure would offer and how it was arrived at for the three years duration of the Fuel Contract. We submitted this in the tender documents and quoted the same price as we do for all our customers, that is the wholesale price to which we add our margin. (the Governments 5p derogation). We also mentioned that this price could be confirmed at any time by us responding to a Council request for copies of our wholesale invoices from our suppliers as is the case with any member of the public at present. Our main aim at all times is to maintain the hard earned transparency which has been achieved in the Western Isles road fuel market. As you also may be aware it transpires that Campbells Filling Station in Cannery Road in Stornoway is the preferred bidder and been awarded the three year contract as an email from the Council on 15/7/14 confirms. Quote “Analysis of the weekly pricing confirms that Campbell’s Service Station in Stornoway is currently offering the best price.” We have no problem with Campbells being awarded the work, that is what tender processes are for. However, as the contract is for three years and in order to try and protect the position of transparency achieved over the last couple of years I would like to ask under the freedom of information Act for details of the pricing structure offered by Campbell’s filling station to the Council during the tendering process. This information is no longer commercially sensitive as the contract has been awarded and the discount offered on the pump price is fixed for the three year duration of the contract as per the framework agreement. I think this information would also be in the public interest given Mr Campbells position within the Council. This would also put at ease some local concerns about the tendering process.
