TOPIC :::::::::::::::::::::::::::::::::::::::::::::::राजनीति र कर्मचारीतन्त्र नेपालमा निजामती,जङ्खी,नेपाल प्रहरी,सशश्त्र प्रहरी,सरकारी,संघ,सस्थानका कर्मचारी र भूतपूर्व राजदरबारका तर हाल निजामति सेवामा स्थायी रुपमा समाहित भै सकेका कर्मचारी समेत मिलाउँदा सरकारको कोषबाट तलब भत्ता खाने कर्मचारीतन्त्रको संख्या करिब ४ लाख ७६ हजारको हाराहारीमा देखिन्छ । अस्थायी सरकार अर्थात राजनैतिक सरकार छिटो छिटो आउने जाने कुरो सामान्य भए पनि स्थायी सरकारको नामले चिनिने कर्मचारीतन्त्र त्यसमा पनि निजामति कर्मचारी निज आफैंले गरेको भ्रष्टाचारको आरोप प्रमाणित भएको अबस्थामा र आफूलाई तोकिएको कर्तव्य वा जिममेवारी पूरा गर्न नसक्ने भनी कानून बमोजिमको प्रक्रिया पुर्याई आधिकारिक निकायले असक्षमता प्रमाणित गरेको आधारमा बिभागीय कारबाही भै सेवाबबाट अबकाश भएको अबस्थामा बाहेक निजहरुलाई कसैले हटाउन नसक्ने स्थायी सरकारी संयन्त्र हो । यो सरकारको सोच्ने दिमाग पनि हो । बिशेषज्ञता हासिल गरेको कारणले कर्मचारीतन्त्र सरकारी नीतिको परामर्शदाता पनि हो । यसलाई निर्वाचनमा मत हाल्ने अधिकार नेपाल कानूनले दिएको छ । ट्रेड युनियन खोली नेतृत्व गर्ने अधिकार भए पनि खुला राजनीतिमा लागेर कसैको मुखपात्र हुने वा राजनैतिक दलको प्रवक्ता बनी हिड्ने अधिकार भने नेपालको कानूनले कदापि दिएको छैन । जुनसुकै दलको सरकार आए पनि खुला दिलले बिशेषज्ञताको मार्गबाट निःशर्त सहयोग गर्ने र नीति बन्दाको समयसम्म नतिलाई असल बनाउने अभिप्रायले राजनीतिसँग रायबाजी गर्ने अधिकार पनि यसलाई छ । तर सरकारको नेतृत्व गर्ने राजनैतिक दल वा समूहले कुनै कुरालाई नीतिको रुपमा पास गरिसकेको अबस्थामा त्यसको कार्यान्वयन दत्तचित्त भै गर्नु यसको परम कर्तव्य हो । आफूले कसलाई भोट दिएको हो ? उसको नीतिसँग बर्तमान सरकारको नीति मिलेन । अतः म कार्यान्वयनमा जान्न भन्न कर्मचारीतन्त्रले बिश्वमा कहीँ पनि पाँउदैन । नेपालको कर्मचारीतन्त्र पनि यसको बिपरित जान सक्दैन । नीतिले जान पनि मिल्दैन । अत ः कर्मचारीतन्त्रले आफूसँग भएको ज्ञान,सिप, योग्यता,क्षमता र बिशेषज्ञताको प्रयोग निर्बिकल्प रुपमा देशको हितका लागि गर्नुपर्छ । सरकारमा बस्ने दल वा समूहको गन्ध सुँघेर अर्कोपट्टि मुण्टो बटार्ने अधिकार यसलाई नेपालमा र बिश्वमा कहीँ पनि छैन । नेपालमा कर्मचारीतन्त्रलाई बिश्वका धनी देश सरहको सुबिधा छैन । तर यसको अर्थ सरकारी रकमको भ्रष्टाचार गरेर कमिशन खानुपर्छ भन्ने गलत मानसिकताबाट कर्मचारीतन्त्र माथि उठ्नुपर्छ । कर्मचारीले सुबिधा बढाउने भनेको घुस खाएर वा देशको बिकास गर्ने रकममा धमिरा लगाएर वा भ्रष्टाचार गरेर, जनताको रगत चुसेर गर्ने होईन । सरकारसँग मागेर वा भिडेर खाने बिषय हो । सरकारी कामलाई हिटर ताप्ने ,मिटर बढाउने, परिवारलाई सयर गराउने, निजी क्षेत्रमा काम गर्दाको टेन्सनलाई ठण्डा गराउने,एयर कण्डिसनमा रमाउने मेसोको रुपमा लिने र खाटी काम चााँहि गैह्रसरकारी क्षेत्रको गरेर दाम खाने कर्मचारी पनि नेपालमा गन्न लायक संख्यमा छन । यो सबैले जानेकै छ । देशको बिकासको रकम खानेले त बिलासितायुक्त जीवन पनि बिताउलान । अरुले के खाने ? नेपालको बिकास नहुनुका पछाडि २ वटा बलिया तर्कहरु छन । प्रथम कर्मचारीले पाएको ट्रेड युनियन गठन गर्ने स्वतन्त्रताको हकलाई पेशागत हकहितका लागिभन्दा बढी राजनीति गर्ने हतियार बनाएर कर्मचारी तन्त्रले सरकार असफल पार्ने सम्मको दुष्प्रयाश गर्न खोज्ने परम्परा बस्नु । दोश्रो राम्रो मान्छेभन्दा हाम्रोमान्छे खोजेर हिड्ने अन्धा राजनीतिक दल तथा नेताहरुको खराब प्रबृत्ति कायमै रहनु । आफूलाई सर्मथन गर्ने भ्रष्ट कर्मचारीभन्दा कदाञ्चित बिरोधै गर्ने भएपनि असल कर्मचारीलाई कामको जिम्मा दिन हिचकिचाउने राजनीतिक प्रबृत्ति कायम रहे सम्म न त राजनीतिले सफलता पाँउछ न त कर्मचारीतन्त्रले नै सफलता पाँउछ । यो ध्र्रुवसत्य कुराको ज्ञान हुुँदाहँुदै पनि दुबै पक्षले एकापसमा दोषारोपणको नीति लिने । तर कानूनले दिएको अधिकार भित्र दुबै नरहनुले नै नेपालको बिकास शून्यमा आधारित बिकासको सिद्धान्तमा जकडिएर जहँको तहीँ अलमलिएको छ । कर्मचारीले राजनीति गर्ने भए पद छोडेर गर्नुपर्छ । नेताले कर्मचारीको काम गर्ने भए लोकसेवा आयोग पास गरेर आउनु पर्छ । यसरी अलग अलग क्षेत्रका मानिसहरुले एकापसमा लठारिएर हिडेकाले हामी यो अबस्थाबाट माथि उठेका छैनौ । नेपालमा कहीँ नभएको जात्रा हाँडी गाँउमा भन्ने चलन त्यसै चलेको होईन । नेताहरु कर्मचारीको सरुवा गरेर बस्ने र कर्मचारीहरुले देशको र पार्टीको नीति निर्माण गर्ने ठिक उल्टो परम्परा कायम हुनु बिकासको सिद्धान्तको दृष्टिकोणले लज्जाजनक देखिन्छ । कर्मचारीले बनाएको नीतिले दलको घोणपत्रको लक्ष्य पुरा हुन्छ भन्ने कल्पना कसैले गर्छ भने त्यो मुख्र्याईँ शिवाय केही हँुदैन । कर्मचारीले त नीति निर्माणमा परामर्श दिई नीतिलाई कार्यान्वयन योग्य बनाउने मात्र हो । नेपालमा त नेताको परिभाषा सम्म थाहा नभएका नेता हुनुपनि दुर्भाग्य हो । जो सँग नीति छ । जसले नीतिको प्रादुर्भाव गर्छ । जो नीतिमा बाँधिएर हिड्छ र अरुलाईपनि हिड्न बाध्य पार्छ । त्यो नेता हो । तर नेपालमा त ठिक बिपरित अबस्था देखियो । नेपालको सरकार कस्को छ ? यो कर्मचारीतन्त्रले सोध्ने बिषय नै होईन । नेपालको सरकारको नीति के छ ? कसरी त्यसलाई सफल कार्यान्वयनमा उतार्ने ? सरकारको नीतिको कार्यान्वयनबाट कसरी जनताको अधिकतम हित गर्ने ? कसरी पेशाविदको भूमिकामा आफूलाई खरो रुपमा उभ्याउने ? यी बिषयहरु कर्मचारीतन्त्रले बिचार गर्ने बिषय हुन । नीति बन्दासम्म ठोकाबाजी नै गरेर भए पनि असल बनाउन परामर्श दिनु कर्मचारीको प्रथम कर्तब्य हो । अर्काे कुरा नेपालमा सँधैं टालटुले सरकार बन्ने कारणले सरकारले कारबाही गर्न सक्छ भन्ने कसैलाई बिश्वाश नै नभएकोले पनि कर्मचारीतन्त्रले नटेर्ने बानी परिसकेको छ । हज्जारौं भ्रष्टहरु खुलेआम घुस खाईरहेका छन । बरु घुस नदिने र बिरोध गर्नेको काम यिनले मिलेर बिगारीरहेका छन । कस्ले कुरो बुझी दिने ? अर्काे उदाहरण बिशेष अदालतका एक समयका ३ जना न्यायाधीशले गरेका भ्रष्टाचारका फैसलाहरु सबै उल्टिए पनि उनीहरुलाई केही कारबाही नहुनुले ईमान्दार न्यायाधीशहरुले के को उत्पे्ररणाले काम गर्ने ? सबै मुद्दा उल्टिनुले भ्रष्टाचार पुष्टि भएको जनाउदैन र ? यो त मूर्खलाई पनि थाहा हुने कुरो हो । किन बुझ पचाईन्छ ? फेरि न्याय यति ढिलो छ कि न्याय पाए पनि त्यसको उपादेयता सकिई सकेको हुन्छ । त्यस्तो न्याय हुनु र नहुनुको के तुक छ ?२०५९ सालको भ्रष्टाचारको मुद्दा २०७० सालमा फैसला नगर्ने अदालत र न्यायाधीश माथि सर्बप्रथम कारबाही हुनुपर्छ । खैः कारबाही भएको ? खाली गफले र भाषणले मात्र केही हुनेवाला छैन ।नेपालमा भ्रष्टाचारी माथि कारबाही गर्न थरथरी काम्नुका पछाडि के कारण होला ? आज सम्म खुलेको छैन । यस्तो डरछेरुवा नीतिले भ्रष्टाचार निवारणको त परै जाओस न्युनिकरणको पनि आशा गर्न कठिन छ । फलानाले भ्रष्टाचार गरेकोले भविष्यमा सरकारी सेवाका लागि अयोग्य ठहरिने गरी आजै अवकाश दिईएको छ भन्ने निर्णय गर्ने आँट नगर्नेहरुलाई त्यो स्थानमा बस्ने हक पनि हँुदैन । यो ठोकुवा गरेर भन्न सकिन्छ । जसले जे काम गर्ने हो सो काम नगरेमा स्वतः अबकाश हुने कानून कर्मचारी तथा राजनीति दुबै क्षेत्रमा लागू हुने गरी बनाउन अब ढिलो भई सक्यो । अतः राजनीतिको काम कति हो ? र कर्मचारीको काम कति हो ? सर्बप्रथम लक्ष्मण रेखा कोर्नु पर्यो । दुबैको कार्यदिशा के हो ? सो लक्ष्मण रेखा जसले पार गर्छ उसले तत्काल स्वतः सजाये पाई स्वतः तत् तत् पेशाबाट अबकाश पाउने र यसका बिरुद्धमा कुनै अदालत वा निकायमा जानै नपर्ने वा जानै नपाउने नियम बन्नु पर्छ । राजीनीतिज्ञ र कर्मचारीतन्त्र दुबैले धनी हुने सोचमा यी पेशामा लागेका हुन भने दुबैको सोचाई गलत छ । दुबैले अन्य पेशामा जानु पर्यो । धनी हुने अरु पनि थुप्रै उपाय होलान । राष्ट्रको सेवा गर्छु भन्ने नक्कली खोल ओडेर देश र जनता चुुस्ने जुकाहरु चाहे राजनीतिज्ञ हुन चाहे कर्मचारीतन्त्रका हुन जरैदेखि उखेलेर फाल्ने काम आजै देखि थाल्नुपर्छ । तिनलाई नाङ्खेझार पारेर जनता सामु राख्नु पर्छ । अतः यी दुबैको कार्यदिशा देशको सेवा होईन र दुबैले घुस खान, देश र जनताको रगत चुस्न, धनी हुन, मोजमज्जा गर्न,आफ्ना छोराछोरीहरुलाई बिदेशमा पढाउन र समाजमा भएको संपत्ति जालझेल गरेर ,आफूमा तानेर ,सामाजिक बिचलन ल्याई अरुलाई नोकर र आफूलाई मालिक बनाउने ध्येय राखेको छ भने निजहरु दुबै समूहलाइ एकमुष्ट एकै दिन जनताले गलहत्याएर फाल्ने गरी तेश्रो बिकल्पको रुपमा जनताको कार्यदिशा तय गर्न जनता बाध्य हुनेछन । त्यो समय पनि आईसकेको छ । अत राजनीति र कर्मचारीतन्त्रले आआफ्नो कार्यदिशा के के हुन आफैंले जनताका सामु सपष्ट राखी आफैंले पालना गर्ने कि एकै दिन एकै पटक जनताको आँधिमा परेर कन्तबिजोक हुनेहो ? Because we Nepalese did not build a BRIDGE in “”MOHANA”” river in Nepalese Territory/side. So they were compelled to cross the river through that dangerous boat. The CIAA Nepal has filed a severe corruption case against Assistant Attorney at law of Kathmandu District Attorney Office Named “”Resham Acharya”” in Special court on Wednesday, March 5th, 2014. He was arrested by CIAA while taking BRIBE/GREASE/SPEED MONEY worth NPR 12,000/ CASH in his official duty/work. This is an example of Nepalese RAMPANT corruption. Nepal is going to be a failure nation due to Rampant corruption. This person is himself a police of policy compliance who takes BRIBE from people. How about other real corrupted office in Nepal ?????? ===================== March 4. 2014.Corruption Summary of last 11 months in Nepal. At least 250 corrupted persons (mostly bureaucrats and few politicians) have been sent to jail or filed severe corruption cases in special court in Kathmandu Nepal by the CIAA Nepal,alone. At least 50KG gold was captured by Nepal government which was smuggling from different countries. At Least 10,000 complaints/applications/urges were filed by the common people of Nepal in the name of corruption or irregularities have been done by the political leaders or BUREAUCRATS in CIAA Nepal and its 5 regional offices. This is the absolute evidence that Nepal is suffering from Rampant Corruption even today. Nepalese bureaucrats and political leaders are corrupted. NO DOUBT. What other people did/ are doing for the shake of their motherland ? I do not know. But I am doing the followings for the shake of my motherland Nepal. I can say it easily. IN November-12, 2013 ( 2070.7.27 BS) I have completed 32 years (Thirty-TWO) in CIVIL service of Nepal Government. I have spent 32 golden years of my life fighting against corruption with Corrupted Nepalese political leaders and Nepalese Bureaucracy. In November 12, 1981 Accordingly 2038.7.28 BS (Nepalese Era) I was recruited as a temporary NON GAZETTED 4th Class civil servant in “”SETI ZONAL COURT DOTI SILGADI”” the most remote area and far-western region of Nepal. MY father had taught me to fight against corruption at first although he was illiterate. He was suffered from corruption time to time in his life.So he had made me a strong fighter against corruption.He had administered me an oath of office at my home before joining the job/before leaving my home “”I have to walk above than JAIL, LIFE and JOB”” while fighting against corruption whether that person would be my father or whoever else. I am 1,000,000 times committed to fulfill his oath of office EVEN TODAY. Honorable judge “”CHANDRA PRASAD PARAJULI”” is my first boss who has recruited me and taught the A B C D of civil service of Nepal and always encouraged me to fight against corruption. He is still my boss. I never forget him and his innocent/energetic/efficient/effective/valuable service to our Motherland Nepal. Now I am fighting against corrupted judges also who makes/made corruption.This is as transparent as MIRROR. But my boss has always taught me not to make corruption is my duty/work forever. So he is my second teacher of anti-corruption movement as I said the first teacher was my father. I want to do promise the people of Nepal, I will keep fighting against corruption till then my last respiration. I wish every father and mother of this world specially in Nepal has to administer an oath of office ” against corruption” like my father to their son and daughter before joining the JOB/before leaving their home in their life. Because Nepal is going to be a failure nation due to Rampant corruption.This is not a Joke but a bitter truth. I AM SORRY to say that.
