Until Springfield begins to attract large numbers of (relatively) young, educated, and entrepreneurial individuals, the crime rate and reputation will continue. This is not to say that poor people equate with crime, but there is a definite relationship between poverty and crime. The wealthier the population, the more access they have to services to help them when things get rough. The better employed the populace, the more income there is, the higher the tax revenue for the city and the more money spent on goods and services in the city, the better the school system, police force, etc. The more money there is to be spent, the more businesses open up, meaning more people on the streets. More people on the streets typically means less crime because there are more witnesses and there is greater community vibrancy and civic pride. This post isnt as coherent as Id like it to be, but it all comes down to the economy. Manufacturing is all but dead, we need tech jobs and green energy jobs. Land is cheap and plentiful in Springfield, we just need to attract the right type of folks to the city.
