VACANCY: Program Support Manager – Finance & Administration CARE International is a partner in phase 2 of the Zambia Prevention, Care and Treatment program (ZPCT II). ZPCT II is a five year HIV/AIDS program funded by the U.S. Government’s Emergency Plan for AIDS Relief (PEPFAR) through USAID. Within ZPCT II, CARE will provide leadership of community-based consortia to mobilize demand for HIV/AIDS services and build facility/community referral networks. CARE International under its partnership with ZPCT II is seeking to recruit qualified and experienced professionals for the following position: Job Title: Program Support Manager – Finance & Administration To provide ZCPT II program specific financial functions and reporting and serves as administrative liaison with CARE Head Office. Specific Deliverables / Main Duties Assume program specific financial management including grant administration and operational leadership responsibilities for a finance function that contributes to the achievement of the program’s finance objectives and also serves as administrative liaison with CARE Zambia Head Office and family Health International (FHI) Develops and initiates change to corporate strategies, policies, systems and procedures; obtains management’s cooperation for organization-wide initiatives; sets up and manages financial reporting systems; maintains a high level of competency in Finance and acts as advocate for change, innovation and best practices. Gives advice on financial policies and initiatives to address ZCPT II needs; resolves important issues with internal and external stakeholders related to area of responsibility; interprets policies, provides authoritative counsel and influences and guides others, often at a more senior level. Develops and maintains a communications network which facilitates achievement of service objectives; establishes consensus with stakeholders with various interests; negotiates agreements; manages external corporate relations and image; promotes CARE Zambia’s values and vision. Manage Logistics and support ZPCT II staff by establishing and maintaining good procedures and systems that enable the project to move material, staff and partners efficiently and effectively and achieve its objectives. Performs other duties as assigned by the Program Manager Qualifications & Experience Bachelor Degree in Accountancy or ACCA/CIMA/ZICA Additional qualification in Business Administration or Human Resources is added advantage Must have at least 7 years relevant experience Demonstrated Administration experience in a leading organization NGO work experience an added advantage Excellent interpersonal relationship skills Knowledge of donor financial procedures and regulations Team player Must have a mature and honest disposition Computer skills in word processing and spread sheet Organized and independent worker with sober mind Women are particularly encouraged to apply.
