We Need your Help! The Combined Federal Campaign (CFC) has been a part of United Way of the Big Bends campaign for many years. Recently, the Office of Personnel Management (OPM) finalized rules that will dramatically change the CFC. The consensus in the nonprofit sector is that the new rules will substantially reduce participation and giving by federal employees. Below is the breakdown of support our agency has received from the CFC the last two years (decrease in 2013 of $7,513.33 or 45%): 2012 $16,589.00 2013 $9,075.67 When the rules were proposed in early 2013, they were met with overwhelming opposition. The rules virtually ignored the recommendations of a commission formed to assess the CFC. Last summer bi-partisan concerns were raised during a Congressional oversight hearing, which were ignored, and nearly 1400 comments by charities and other stakeholders that opposed the rules were swept aside. We know firsthand of what can happen to a government employee campaign under these kinds of rules. Similarly, in 2013, Florida set out to create more efficiencies in the state employee giving campaign, the FSECC (the state version of the CFC). Unfortunately, the unintended consequences of that action resulted in a drop from nearly $1.8 million in 2012 to $987,000 in 2013. That’s a 45% percent decrease in a single year. Fortunately, the Congressional Review Act creates an expedited process for Congress to overturn agency regulations, but we need your help to generate support for this effort.
