What are you up to tonight? Dont forget todays session of the Interdisciplinary PhD Seminar, starting at 18h15 at room S4: THE INTERNATIONAL CRIMINAL COURT AND PERCEPTIONS OF SOVEREIGNTY AND NEO-COLONIALISM IN AFRICA Patryk Labuda (PhD in International Law, IHEID) In this presentation, I examine the challenges facing the International Criminal Court’s investigations in three countries: the Democratic Republic of Congo, Sudan and Kenya. The establishment of the ICC in 2002 – the first permanent criminal tribunal with jurisdiction over war crimes, crimes against humanity and genocide – was widely expected to usher in a new era for international justice and human rights. But just a decade later the mood is more somber. In Africa many view the ‘Western kangaroo court’ with increasing suspicion and hostility, and the ICC Prosecutor’s purportedly illegitimate targeting of African countries as an exercise in neo-colonialism. This presentation will assess how discourses of colonialism, sovereignty and pan-African solidarity have influenced and redefined the legal and political contours of the debate surrounding the ICC and Africa.
