When Baltimore City was awarded $10 million as part of a federal mortgage fraud settlement, the money went right into its "Vacants to Value" program. But rather than rehabbing old homes, the majority of the money will tear down the vacant ones. Four homes on East Lansing Street were torn down on Tuesday, the first of 500 more to be torn down.
