Wheres the BEEF? WE hope Sen. Recto is not pulling our leg when he proposed to rename PDAF to BEEF(Basic Education Enhancement Fund). If he is, its taking the punning too far and makes you wonder why not BULL(Brash Unilateral Legislators Lunacy). All those billions wasted, and had the management of the fund been proper, the whining about shortfall, backlogs and deficiencies could have been muted. JUst imagine, seminars are held on organic farming and fertilizer, but such fertilizers are not available for consumption since there are few investors who assume the mass production so they are distributed, compete with the chemicals, and sold cheaply. For our longevity and good health too. Why cant the government initiate such a project. Again that SAF?(this complaint was from a fellow who attended such seminar) Basic Education, huh? Private schools are dying. And dont tell me they are the domain of the privelleged and the rich. Many are serving the middle class, and class C and D of society. Well you have ESC(Educational Contracting Scheme which thankfully keep many private schools afloat) but the requirements now are so tight: standard buildings(where do you get the capital outllay), licensed teachers(how do you attract them with a salary any laundry-woman can top?) laboratory(lets go to lavatory)etc.With the overcrowding of the public schools, opportunities for putting up private schools are there, especially for Catholic schools but the government through DEPED must help and in fact partner with them, especially now with K-12 when many of the private schools will have vacant classrooms. If the private schools closed, can the state guarantee it can do the job by itself, when even in Japan where the private school is only a poor option, their public schools being top-rate, it is still sustained. The parents of private school students are tax payers too. Concrete action is needed not those cute acronyms, sound bytes to distract us from the real needs of peoples who are fed-up with whistleblowers pointing anomalies here and there, while trying to control muttering the F word. All those what ifs....wouldnt even enter our mind, if we had the beef.
