While granting permission for construction of buildings etc. in Guwahati city, the competent authorities ordinarily go by the building bylaw only and neglect the aspects of ecological impact and history of land-use pattern which is contributing heavily in ever increasing seasonal hazards that set in unbearable agony for the residents. It will not perhaps be practical to undo the damages already done by destroying numerous seasonal waterways serving the purpose of natural drainage and water-bodies to act as storm water reserve, but the Guwahati Development Department may consider even at this stage to incorporate these aspects in their designated parameters for further permissions of any type of construction to save the civic life from more deterioration of quality.
