Yesterday, MN became the 25th state in the last six years to adopt standards that require more humane care of dogs in puppy mills. The new law, which goes into effect July 1, requires commercial dog and cat breeders to be state-licensed and inspected, and imposes administrative and criminal penalties against those found guilty. Its a big step forward for a state with some of the largest puppy mills in the country!
