In its editorial of Thursday, June 19, they mentioned about the need for transparency especially about the the state of health of the president of the republic. After his June 12 schedules, when reporters started noting his heavy coughing, Noynoy had made his classic disappearing act with the only news on him being his visit to Japan on June 24 and with the Palace indicating that he is in good health but that his administration wouldn’t issue a health bulletin on him. It is the business of the citizens to know the state of health of the president of the republic and it is the responsibility of Noy’s Palace aides to inform the public on what ails the President since he is supposedly the captain of the ship and the country, technically, can’t be left sailing on its own with the person responsible for steering it asleep and sick. On several occasions, Noynoy had suddenly vanished from public view and frequently during moments when the stress factor is high, without any explanation from the Palace on where he actually is. The Aquino downtime is too evident. He even missed the June 17 deadline to appoint a new Sandiganbayan justice to fill the vacancy in the Fifth Division of the anti-graft court. Noynoy normally would not miss the chance of completing the Sandiganbayan roster of justices particularly now that the pork barrel scam cases have been filed before it, as he would have yet another lackey in the Sandiganbayan. But it does appear that he is not his normal self. The Constitution requires the President to appoint justices and judges, including in the anti-graft court within 90 days from receiving the shortlist of nominees from the Judicial and Bar Council (JBC). The JBC list was submitted to Malacañang last Feb. 29. In the shortlist were Judges Maryann Corpus-Mañalac and Andres Soriano of the Makati Regional Trial Court (RTC); Quezon City RTC Judge Bernelito Fernandez, Antipolo City RTC Judge Ronaldo Martin, Ma. Theresa Dolores Gomez-Estoesta of Manila RTC, Justice Undersecretary Leah Tanodra-Armamento, Chief State Counsel Ricardo Paras III and Asst. Solicitor General Marissa Macaraig Guillen. The past few days after his Independence Day appearance were not that dull either to justify his invisibility. The pork barrel cases against the three Palace targets, Senators Juan Ponce-Enrile, Jinggoy Estrada and Ramon Revilla Jr., have started to roll after the raffling of the information to the different divisions of the anti-graft court. Also China had resumed its saber rattling in the South China Sea after the Philippines protested the setting up of a school in one of the disputed islands. All of these were happening with the Palace mouthpieces giving their vague statements as a matter of course. The policy statements that should have come from Noynoy were absent because the person necessary to provide it was physically nowhere in sight. The usual responses to questions of national importance by the mouthpieces are “we will inquire into that” and “we will get back to you on that” or some other inconclusive statements that do not amount to any degree of assurance for the public. His Palace aide said the medical records of Noynoy will be withheld since “even as President, he is entitled to having his medical information and records confidential.” Say what? On the contrary, Noynoy as president has the overarching responsibility to assure the whole nation that there is a healthy if not credible and able leadership guiding the nation. Noynoy lost confidentiality of his state of health after being elected President since everything that goes on with him concerns the nation of 100 million Filipinos. The Palace on the first inquiry has the responsibility of informing the public how fit or unfit Noynoy is and where he had secluded himself the past few days. There’s nothing more frustrating for Filipinos than having a President who blinks on and off at his pleasure.
