USAID/Egypt Higher Education Partnership Program Candidate Profile: Chief of Party Project Background The five‐year, $57 million USAID/Egypt Higher Education Partnership Program (HEPP) aims to strengthen Egyptian higher education institutions and their ability to develop a globally competitive Egyptian workforce. HEPP will support 15 to 20 partnerships between universities, technical colleges, and the private sector in Egypt and the United States and will provide technical assistance to the Egyptian public higher education system to: 1) improve the quality and relevance of tertiary education; 2) promote research, development, and innovation; and 3) improve institutional governance and management of the Egyptian higher education system. The partnerships supported by HEPP will strengthen the institutional capacity of Egyptian higher education institutions by developing new programs that address labor market requirements, upgrading curricula, improving teaching methods, stimulating better applied research and the commercialization of research outcomes, and facilitating exchanges between partner institutions. Primary Responsibilities The Chief of Party is responsible for the overall leadership, management and implementation of the Program and reports directly to the designated USAID Agreements Officer’s Representative (AOR). S/he must supervise project implementation, serve as the principle interlocutor with USAID and the Government of Egypt and ensure the project meets stated goals and reporting requirements. S/He will provide leadership and direction for the program, overseeing project management, strategic vision, communication, fiscal and procurement integrity, quality and timing of deliverables, and overall coordination with partners. The Chief of Party will manage and mentor project staff and sub-recipients, ensure the quality, cost, and timeliness of performance of the project and, establish and maintain communication and reporting mechanisms with university partners, project staff, sub-recipients, and IIE’s home office in Washington, DC. This is a five-year position based in Cairo. Minimum Requirements • Master’s degree (Ph.D. preferred) in Public Policy, Higher Education Administration, International Development or a relevant field from an internationally recognized university; • Minimum of ten years of professional experience in the successful implementation of higher education and/or human and institutional capacity development programs; • Minimum of five years of international experience leading capacity development programs that involved collaborative design and implementation across multiple institutions; and • Proven leadership in the administration of similar sized international donor technical assistance projects, or universities and technical colleges with skills in strategic planning, management, supervision and budgeting. Preferred Qualifications • USAID experience; • Familiarity with the Egyptian higher education context; and • Understanding of higher education administration.
