MENA Knowledge-Sharing and How-to in Subsidy Reform Regional Workshop Dead Sea Marriott Resort Dead Sea, Jordan September 8-10, 2014 The World Bank MENA Knowledge Sharing and How-to in Subsidy Reform Regional Workshop is the culmination of collaborative knowledge-sharing across six countries over the last several months. This workshop is dedicated to readying government energy and social protection systems for price reform. The initiative’s participating countries are: Djibouti, Egypt, Jordan, Morocco, Tunisia, and Yemen. Objectives: The workshop will uniquely focus on preparing countries’ social safety nets and energy systems for price reform. Within that context, the workshop will look at how governments can reform energy and social safety net sectors in the short- and medium-term prior to price reforms. The workshop will also look at options for policy makers to mitigate the effects of subsidy reform on labor-intensive businesses and competitive sectors. Finally, the workshop will offer practices in communication, and political economy consideration for subsidy reform. Description: The workshop will feature international experience from senior government officials and practitioners who have successfully implemented subsidy reform schemes around the world including: Brazil, Indonesia, Malaysia and Turkey, among others. The workshop will detail energy and safety net implementation arrangements and how-to as well as political economy considerations such timing, bundling and sequencing of reform. The first day of the workshop will be focused on presenting issues related to the how-to of readying energy and social protection systems for subsidy reform to high-level officials. Specifically, the day will highlight the importance of engaging in subsidy reform processes independent of the price decisions. The session will encourage ministers attending to evaluate options for preparing their energy and social sectors for reform. For the remainder of the workshop, participants will benefit from innovative simulation exercises, trying first-hand distributional and incidence analysis of subsidies. Country-level meetings will look at the current state of energy and social safety nets considering various scenarios for reform and compensation. Each day of the workshop will feature breakout sessions to facilitate the development of country takeaways or policy options outlining the measures needed for readying energy and social protection systems for energy price reform.
